The cards do not need to be from the state you are from.

3 state map cards (not state cards that say greetings from or welcome to the state).

Quick turn around, newbies ok with a filled out profile and a few ratings.

This swap is a United States swap, please do not sign up if you are not in the US.

I have state map cards, and I love to swap for them, but some of them also say "Welcome to Utah" or some other greeting. Would they qualify for this swap? I don't want to sign up if I don't have the right PC's.

Welcome to does not qualify for this particular swap. I am happy you asked, I will do another soon that will allow those cards.
